Steps:
- Blend together mayonnaise, sugar, vinegar and oil. Add garlic and onion powders, mustard, celery salt, pepper, lemon juice, half & half and salt. Stir until smooth. Pour over cabbage in large bowl and toss until cabbage is well coated.
