Steps:
- Saute green pepper, onion, and okra until soft, not brown.
- Add tomatoes, bay leaf, thyme, and parsley. Cook very slowly for 1/2 hour.
- Add crabmeat, shrimp, salt and pepper, filé, and water. Cook slowly for 1/2 hour. Stir occasionally. Remove and discard bay leaf. Serve over cooked rice.
