Steps:
- Preheat oven 350F. On waxed paper, combine flour, baking soda, cream of tartar and salt. In large bowl, with mixer on medium, beat butter, confectioners sugar, and 1/2 c granulated sugar until creamy, about 2 min. On low, add egg, then oil and vanilla. Gradually beat in flour until just blended. Place remaining 2 TBL granulated sugar in saucer. With hands, shape dough by rounded teaspoons into 3/4" balls and place on cookie sheet (ungreased). Dip punch cup or glass with raised or cut design on bottom or coarse side of meat mallet, into sugar in saucer and use to press and flatten each ball into 1 1/2" round. Bake until edges are golden, 10-11 min. Transfer to wire rack to cool. Repeat. Store up to 1 week in cookie jar.
