Steps:
- Boil pasta according to directions on box. Rinse with cold water & drain well. Add to bowl with diced peppers, carrots & onion.
- Combine mayo, sugar, vinegar & condensed milk until mixed well & sugar is dissolved. Add to pasta.
- Refrigerate overnight.
