Steps:
- Microwave potatoes as directed on package. (Do not mash.)
- Melt butter in large saucepan on medium heat. Add leeks and garlic; cook and stir 5 to 6 min. or until leeks are tender. Add water, bouillon and potatoes; stir. Simmer on medium-low heat 10 min. Remove from heat.
- Use immersion blender to blend potato mixture until smooth. Add milk; cook on medium-low heat 2 to 3 min. or until heated through, stirring frequently. Sprinkle with chives.
