Steps:
- 1. Preheat oven to 350 degrees.
- 2. Lightly grease cookie sheet, or line cookie sheet with parchment paper.
- 3. Beat sugars, shortening, water, egg and vanilla until creamy.
- 4. Combine oats, flour, baking soda, cinnamon and nutmeg.
- 5. Add 1 teaspoon of salt, if desired.
- 6. Add to shortening mixture; mix well. Stir in raisins.
- 7. Drop by rounded teaspoons onto prepared cookie sheet.
- 8. Bake 12 to 14 minutes or until light golden brown.
- 9. Let stand 1 minute before removing to racks to cool. Makes 6 dozen.
