Steps:
- Brown beef/turkey, onion, green pepper and garlic together until meat is done. Drain and place in crock-pot.
- Add remaining ingredients (except the cooked rice and the toppings) and stir well. Cook on LOW for 5-6 hours.
- Serve over individual bowls of rice. Add desired toppings. Can also eat with tortilla chips.
