Steps:
- pressure cook black beans with bay leaf and salt 45mins ( 2.5:1)
- Saute 1tb garlic with olive oil and set aside
- Make sofrito: saute onion,bell pepper
- Add cumin and saute.
- deglaze with marsala wine.
- add black beans, oregano and chopped cilantro stems and simmer 10 mins
- turn off heat. Add garlic oil, garlic salt and sugar
- serve over rice topped with cilantro
