Steps:
- Preheat oven to 350* Combine flour,powder, & salt in small bowl. In heavy saucepan (or microwave) over low heat melt 1 cup of chocolate chips, until smooth. In Lg bowl beat sugar,marg,& vanilla,beat in melted chocolate, then add egg whites. Gradually add flour mix.& alternate w/ water. Stir in remaining morsels, cover & chill until firm. Shape dough into 1 1/2 " balls, roll in powdered sugar. Bake 10-15 min.or until sides are set but center is still slightly soft. Cool 2 min. Remove to racks.
