- Grind vegetables and meats.
- Put oil in a heavey pot with a lid; add ground vegetables and meats, cover.
- Simmer on low heat one and one-half hours.
- Season to taste.
- Mix rice and vegetable mixture and stir thoroughly.
- Add dry parsley and chives.
