The casserole turned out great and was much easier than sitting there and rolling each leaf with meat & rice. The result was great without all the work.

Steps:
- 1. Steam cabbage for a few minutes. Drain
- 2. In bowl, combine cooked ot instant rice, onion, beef, salt & pepper.
- 3. In greased casserole dish, place half of cabbage.
- 4. Press all of meat mixture then top with remaining cabbage.
- 5. In small bowl, combine water, tomato sauce, brown sugar, lemon & Worcestershire sauce. Pour over cabbage. Sprinkle with salt & pepper
- 6. Cover with foil & bake until meat is done & cabbage is tender
